    iCloud is excessively cumbersome to use and not a safe place to keep your precious photos and videos. It has its benefits in synching multiple Apple devices. But, it is NOT a good idea to use the iCloud for storage. Apple does not provide an easy way to download and maintain the Photos App. I find the size of my iCloud file doubles and triples over time. This is simply because the iCloud itself generates multiple copies of the same photos for various reasons. Downloading from the iCloud webpage is unsufferably slow and unreliable. Also, Apple takes original photos and creates a smaller "duplicate" of it to show on devices making it very confusing to keep track of which is which. Apple has no guarantees that you will get all your photos back if there is a problem. I highly suggest that one use external drives or other cloud services to back up photos and videos and keep the iCloud clean.
