I am sorry that you're having some trouble with with the cartridge. That had to be disappointing. The seller is the one responsible for the product you bought from them.

Since you ordered this from Best Buy rather than straight from HP, you will need to get in touch with Best Buy to have them handle this. They are the ones responsible for the products they sell.
