Very disappointed, not capable of advertised speed

Owned for 2 months when reviewed.This reviewer received promo considerations or sweepstakes entry for writing a review.The only time I've ever heard the fans kick on in this laptop are when in BIOS -- and when in BIOS you can hear what the fans are capable of. I've never heard them come even close. Running benchmarks the laptop is silent. In BIOS, there is a setting to have the fans always on. Made no change at all. Running Intel's XTU I can see that the laptop is TDP throttled to 40/20w, never gets over 70c, and has a maximum core speed that - in multiple tests - never exceeded 3.2ghz. That's not average core speed, that is maximum core speed. Using XTU to change the profile to Intel's recommended 125/45 will get your CPU to perform closer to expected, reaching 5ghz max core speed, but it also immediately hits 97c and thermal throttles because the fans never come on. This has been my experience. Based on multiple forum threads I can see that I'm not alone. So if you buy this laptop, just know you are taking a gamble. You may get a laptop that works well enough you don't realize there's a problem until it's too late to return it. The laptop I got performs poorly and HP's support is terrible. I don't necessarily think that's unique to HP. For reference, my 3+ year old 11th gen i7 laptop hits over 5k consistently in XTU's benchmark test. My brand new 13th gen i9 13900h HP Envy laptop hovers in the low 4k's for the same benchmark. A benchmark test, mind you, that Intel designed to show off the multi-core performance of the advancing generations of their processors. Meaning, this laptop performs horribly. Other i9 13900h laptops typically perform well above 7k in that benchmark - making this laptop HALF of what it should be.
