Laptop w Outlook slows productivity

The first one suffered from a broken internal fan. In both cases, Outlook runs slowly, in particular when send Send/Receive activates (which is constantly) and everything slows noticeably. I realize this isn't necessarily an HP laptop problem, but it's become MY problem when using this HP laptop.
