First, for a larger device such as an iPad it mainly holds the power level roughly the same if the device is being used while also charging. This is likely a function of the vehicle power system rather than a limitation of the charging device itself itself. Second, some vehicles will not charge when the motor is not running. This seems to be a characteristic of some foreign made vehicles rather than domestic. However, check your vehicle if charging when parked is a desired feature.
