To start, try doing a hardware reset (visit the following link to learn how to do so: https://support.google.com/chromebook/answer/3227606?hl=en&sjid=11168473644130281663-NA), which reboots the embedded controller that manages various system components, a different reset that the factory reset you may have attempted before.

Basically chrome/android type, more sophisticated than a tablet (slightly) but much less so than a laptop. This is more a disclaimer (I didn't know the distinction). But for what it is and at the price, it's great as it's touch screen and has a webcam cover built-in that not even all laptops have! Lightweight and good battery life.
