The feature you are describing, charging the computer to 60-percent of battery capacity, is call Battery Conservation Mode. This power management setting is used when the computer will be plugged in for long periods of time. Battery Conservation Mode will prolong the overall battery life by only charging the battery to 60-percent. To charge the battery to 100-percent, turn off Battery Conservation Mode.
