One helpful step is to check that the dryer is fully seated in the outlet and receiving the correct voltage. Electric dryers require a 240V connection, and if one of the two legs of power isn’t supplying voltage, the unit may turn on but won’t run properly. Ensuring the circuit breaker is fully switched on for both poles can also help.
