I have to hard reset router and reconfigure. Also I need to clone a MAC address to make it work. Very inconvenient.

The router is probably taking its time to detect the connection from the modem. Instead of jumping into reconfiguring it, check if the modem is online and make sure that the router's firmware is updated.
