It does have a lot of capabilities for weapons and character creation. It's not completely open world like Skyrim or Witcher 3 but you do get to explore certain areas on expeditions though the actual quests are timed. The only real downside is that it relies heavily on Playstation Plus features in order to receive any co-op help on tougher missions.
