Not sure if I received a NEW PHONE?

So, I'm not sure of my rating for this phone yet. Guess buying a phone from Best Buy online described as "new-open box, condition excellent", means everything that normally comes in a box with a phone must had been lost when the box was opened....but they threw in a dirty used C cord that has C adapter on both ends?
