It does not, but I will say that's my fault for poor research. As soon as you put it in, it goes to a story line with pre-arranged races/missions. It's not like you can just get on, choose a location, car, or a race and drive. If you like missions all the time, then this would be the game for you. If you are looking for "free racing" so to speak, maybe look somewhere else. I'm not sure. It might become an option later, we haven't gotten past the second mission lol.
