Cant get it to work on a solar panel so bought one power cord and nope didn't work now buying another power cord to hook one to pan tilt and one to camera. Maybe i can finally get it to work. Ugh!!!

It sounds like there’s some confusion regarding what’s included with this product. This product includes only the pan-tilt mount. The Ring Stick Up Cam is not included and must be purchased separately. The Ring Pan-Tilt Mount is designed to work with your Ring Stick Up Cam to provide 340° pan mechanical range (360° pan coverage), and 60° tilt mechanical range (117° tilt coverage), giving you greater control over your camera's viewing angle.

Ring app does not perform automatic camera focus and tracking. With wide angle performance on the ring cameras, you are better off buying two camera back to back rather than have just one camera with the pan and tilt.

The Pan and Tilt feature is an invaluable feature of the Ring Pan-Tilt Mount that allows you to have a wider viewing range and see more of what is happening at your home. It sounds like the device is not performing as expected. The Pan-Tilt Mount is designed with 360° pan coverage and 117° tilt coverage. We have included the instructions for using the Pan-Tilt feature here:
In Live View, tap Rotate then use the horizontal and vertical motion control arrows to pan or tilt your camera.
Tap and hold an arrow to move your camera until you lift your finger or the camera reaches the end of its coverage range.
Tap an arrow once to move the camera in smaller increments.

Only works with an AC adapter (that is conveniently not included). I understand that the pan/tilt motor would use significant battery power, but my solar panel keeps my battery at 100% all the time even with all motion detection and record settings at their maximum.
