To test this, I found if you play music through the TV speakers along with the soundbar speakers you cannot sync them correctly. After having tired every setting along with optical and bluetooth, the audio will not sync properly. In fact you will hear a slight echo on every audio sync setting. Setting the sound sync adjustment to zero and audio out to optical makes it passable. This is an unacceptable flaw and I would not use this if you want perfect lip sync. As this is for my wife's use, who is not a techie like me and has a hard time picking up on lip sync, I will let it pass only for the 140 open box price I paid (important for her to have continuity with the Samsung TV using one remote only). In the end this is a cheap sound bar and should be considered low to medium low quality. The fact that a soundbar like this will not sync automatically with a 2019 Samsung TV is pathetic.

Thank you for purchasing the HW-T450 Soundbar and for your review. If the video on the TV and audio from the soundbar are not synchronized, press the SOUND CONTROL button on the soundbar remote, until you see AUDIO SYNC on the display. You can then set the audio delay between 0~300 milliseconds by using the Up/Down buttons.
You can also try the below to minimize the delay:
1) Connect the source directly to the Soundbar’s HDMI input, then connect the Soundbar to the HDMI ARC input on the TV.
2) On the TV, set the Sound Delay level to 0. Home > Settings > Sound > Expert Settings > Digital Output Audio Delay: “0”
3) Change the audio format to PCM on both the source device and the TV.
