After a lot of time searching for the reason, I traded it in for another. Once I got home and put it in my computer I saw an immediate change. Windows 10 download went from 20 minutes to 7. It is now my main drive and it was worth every penny.

Cloning my existing HHD was easy using Samsung's software which can be downloaded from their website. If your motherboard has an M.2 slot and don't mind spending the extra $, that's really the was to go. Overall though, hard to go wrong with the EVO's.
