Inexperienced techs; poor install

They failed to install it properly because now my AC does not heat. They claimed to test the heat and cooling but I noticed they left the unit in cool only. When I changed the settings to heat, the temp in my house dropped from 69 to 67. I understand it takes a few minutes for air to heat but I left it running for almost an hour and the temp only kept dropping.
