You don't mention the specs of your older system but the Intel Pentium processor and 4GB of RAM in this model would be expected to work well for basic consumer level computing applications such as email, social media, general web browsing and light office productivity work.
Depending on how long you've had the unit, I wonder if Windows Update has been busy downloading & installing updates. That's typically the case with brand new systems, and if so it will tax initial performance until the updating process is completed.
If you don't see expected performance after all software updates are completed, please contact Toshiba support at 800-457-7777 for troubleshooting help.

I wonder if there is any perceivable pattern to when the lockup or touchscreen latency occurs. While this hardware configuration is fully capable of typical consumer level computing tasks, the issues you describe (depending on their severity) could be an indication of the system being under-powered for your applications.
Of course, we can't know whether or not that's the case without any info about how you're using it. That said, the perceived speed & responsiveness of any PC will depend somewhat on the number of programs and processes currently running on the unit at any point in time, and their respective demands on various components, subsystems, and networking resources. Rebooting Windows and then checking performance after loading each individual app is one way to determine when the resource load begins to impact performance, and which apps most impact performance.
Regarding the touch screen problem, it's possible that driver corruption caused the problem. If so, reinstalling the driver may be a solution. Here's how:
1. Go to Device Manager
2. Select Human Interface Devices
3. Find the touchscreen in the list (HID-compliant touch screen)
4. Right-click then Select Uninstall
5. Restart the computer
The driver should automatically reinstall after the restart.
If the problem persists, please call Toshiba support at 800-457-7777 for additional help.

Also cannot install HP LaserJet scanning software, same application worked on much older windows machine. I'm still settings things up to my standard.
