It is a complicated question to answer. In order to move heat from outside of the laptop the fan has to run at high speeds depending on the task and what is needed. If the fan speed is throttled the computer will overheat and shut down. If you believe the fan is running at an unusual capacity you can reach out to HP Support for troubleshooting.
