Yes, you can use an Android device to connect the Echo Dot. You'll have to find a service, like Amazon Music, for the music you want.

The Dot probably isn't loud enough with its self-contained speaker, you'll have to use it's Bluetooth or earphone jack to connect to an external speaker or pair of headphones. The Echo would work fine

I do know the Echo will only stream music on demand without a tethered device from Amazon with a prime membership. Without the membership, your only other option is to have another Bluetooth device like a smartphone or tablet as a source for music files or other streaming service like Apple Music.

It requires a smart device to do the original set up and get it connected to wifi....but after that it can operate independently. The only time you would get hung up is if you wanted to make a configuration change or tie it to a service....such as Spotify or Pandora.
