• No Windows needed, just a wifi connection. All you do is connect the echo dot to your wifi and your all set! Manage through your cell phone with the Alexa app for either IOS or Android.

• A browser is all that is really needed to connect to the Amazon/Alexa app (for setup & adding apps for extra features).

• Don't know, but doubt there is much that can work with Vista. Heck it didn't work very well when it came out

• Not sure what the question is. You can use the dot with the Alexa app on an iOS or Android device. If you are using it as a bluetooth device into the computer, it should connect but not sure why you would use it that way. Hope that helps.
