Echo and dot are not streaming devices, however they work with them very well.

The dot does not stream (I assume you are talking about streaming video to your tv).
The dot allows you to ask alexa questions (and perform tasks like add items to your calendar). It's like Siri (from apple) but it works.
You can also add smart home products to you can control your lights/garage door/etc with just your voice).

Echo Dot will stream Music/Podcasts from Amazon Music, Spotify, iHeart Radio, Pandora. Can also ask Alexa for weather, jokes, play 20 questions, jeopardy etc... Can also do smart home control with supported devices with Echo. The Streaming stick is for connecting to TV for streaming video so they are completely different as far as I'm concerned. Echo streams Audio only.

The Echo Dot will stream music via Amazon Music, Pandora and few other services. It cannot stream video like the Amazon Fire TV stick though.
