If she has access to the internet, yes she can. I am not sure of the language but if she puts in her address it will use her language or it will just speak English.

Definitely a good question. The device itself will work but many skills have geographical restrictions. I was not able to use SmartThings or Life skills for example, so it was not very useful for my home automation needs (that's why I now also have a Google home mini)
