Please try again later.You don't need a cell phone to use Alexa for most things (you can go to http://alexa.amazon.com), but giving it the ability to dial 911 (or another number) WOULD require one, I believe. The cell phone would have to act as the bridge between Alexa (the Echo Dot) and the phone system for the call. But they are always adding new skills, and people out there are always figuring out ways to get get around limitations of devices, so in the future there may be a 'Emergency Call' skill for Alexa.
