• Laptop should work fine. There is a url address in the instruction manual to go to.

• You can setup the Echo Dot with a laptop, you do not need a smart phone.

• As of now (December 2016) you need a smartphone to setup the Echo. Afterwards you can use Bluetooth to stream from a computer to the Echo, but you can't configure it from a computer.
