• I believe the only way to do that is to have the Alexa app on your phone and be connected to said echo dot you want to talk to. it uses a feature called "drop in" to be able to talk to whoever is close to Alexa. and so there is a way to set up the echo dot to be able to call your phone through the Alexa app .hope this helps
