I have a 6 and 10 year old and they both love it. I find myself playing with it and I also have a friend who was playing with it for awhile.

A slight 2 foot drop off a coffee table and onto some plush carpet can even cause cosmos internal components to stop working. Unless your 13 year old takes extremely good care of his stuff, then I’d say no.
