“Why does the unit not power off ALL outlets when pressing the power button? The two surge only outlets stay live. Power off should be just that for all outlets. I need to shut off all connected devices. Should at least be a programmable option. Very odd.”

Thank you for your inquiry. The surge outlets would remain on if the power button is pressed off. To cut power to the surge only outlets you would need to disconnect the UPS's power plug from the wall. Unfortunately the option to turn them off would not be programmable on this unit either. The idea there is that if you want to safely shutdown a device like a PC or save files after unexpectedly losing power, you have a 5 to 10 minute window depending on the power draw from your PC and monitor to finish any tasks before clicking shutdown.
