Yes. You can definitely use your phone as a hotspot and run your ipad off your phone hotspot instead of buying the more expensive ipad with the cellular capability. This is a much more cost effective way to run your ipad. I used to have a cellular ipad and this works equally as well without the monthly payment. One caution is to check your cellular plan to see how much hotspot data they allot you before they start charging you.
