At the same time no. The device has to connect with one source via Bluetooth. But you could use on both devices, Example my work phone is Apple, but I have a Samsung as my personal phone. I could use it on my work phone. Then take a break and take use it on my personal phone. Then when back at work connect them back to work phone. You can go this as many times as needed.

You can pair with as many devices as you like. If you mean using them on the same device simultaneously, no, you can't do that, But you can pair with more than one device as I paired with both my phone and ipad without issue.

I believe you can share with 2 sets of AirPods through audio sharing but I’m not certain if you can share on two phones at the same time. Perhaps you might wish to read more about audio sharing with them. Sorry I couldn’t help more.
