Try resetting your Parameter Ram or non volatile Memory to default, restart your amacbook, immediately hold down the Apple and Option and P R keys (I know it’s like playing Keyboard Twister with your fingers) while starting up, once if goes as far as it goes, it’d if does not succeed , restart again and hold down on the D (for disk) key or C for CD Rom key depending on if you have a Systtm CD Disk, and that should allow you to with the D Key, get to the system backup partition to restore your MacOS. Or get to the CDRom MacOS to restore from there. Another way is to load the OS onto a USB drive and Start from thst . By holding down the option key then selecting what drive you want to start from.
