...Not if your current ATT data plan is for an iPad you are replacing with your new iPad. Just move the SIM card into the new iPad and there are no additional charges. However, if your new iPad is to be an ADDITIONAL device you intend to operate, you will need to purchase an additional data plan (or expand your current plan into some comprehensive plan) to receive LTE service on both of your devices.

If you only need WiFi, just don't sign it up for Cellular and you will be fine. I do have an AT&T account for my iPad because I do not trust public WiFi's and sometimes I use my iPad when traveling. I feel safer, but I admit it is another monthly fee to contend with. If you bundle your iPad cellular with your iPhone (we have two), it is cheaper.
