If Linda is correct and the model number indicates a manufacturing date of September 2015, then this is an ipad that has sat in stock, in the box, on the shelf since it was made. The operating system was installed when it was made and evidently was at IOS 9 at that time. No one goes around the warehouses opening the sealed boxes and updating the IOS every time Apple does an update on the operating system. So when you buy it, you'll likely get an indicator during the first use letting you know there's a more recent IOS and you need to update. It's easy and it's free, so do it. That being said, if the last model was designed two years ago I wouldn't be a bit surprised to see a new model coming out. Someone commented earlier that new models are often out in March. Current online price for this one (Black Friday - Best Buy) is at $275. That's a good deal if you don't want to pay twice as much for a new model in a few months that will probably change very little.
