I thought all iPad minis had ios10 but the one on offer says it has ios9 is this correct or is this why it's on a special price. Thank you null

If Linda is correct and the model number indicates a manufacturing date of September 2015, then this is an ipad that has sat in stock, in the box, on the shelf since it was made. The operating system was installed when it was made and evidently was at IOS 9 at that time. No one goes around the warehouses opening the sealed boxes and updating the IOS every time Apple does an update on the operating system. So when you buy it, you'll likely get an indicator during the first use letting you know there's a more recent IOS and you need to update. It's easy and it's free, so do it. 

That being said, if the last model was designed two years ago I wouldn't be a bit surprised to see a new model coming out. Someone commented earlier that new models are often out in March. Current online price for this one (Black Friday - Best Buy) is at $275. That's a good deal if you don't want to pay twice as much for a new model in a few months that will probably change very little.

After you buy it you can upgrade the software, or the software may update itself automatically.

I was wondering the same thing. I'm assuming it just needs the software update to get it to ios10 which is super easy, at least on my iPhone.

The model number is actually a September 2015 model, which although could possibly be updated , personally I would prefer the latest model.
