Newest models are available with an Apple SIM so it can be activated with any carrier but you have to pay up front for the iPad and cannot purchase under contract. You also want to be careful purchasing used as some people may try to sell you one that is locked to a carrier. You can also purchase on contract or through a monthly payment for a specific carrier at any Best Buy or on Apple.com or Walmart (pretty buch any big box store). In this case you would ask for or order online a WiFi+Cellular model that has your carrier name. This iPad would be locked to that carrier until you payed off the device and requested unlock from that carrier.
