With the series 2, it is connected via blue-tooth with your iPhone when you are within a certain proximity. When you are too far from your iPhone for blue-tooth, but on the same WiFi network as your phone, it does everything over WiFi. This watch does not require any additional changes or fees to your phone plan. The series 3 with cellular capabilities will require you to add it to your phone plan as an additional cellular device and will have much greater flexibility when separated from your iPhone.

Not unless you have the Apple Watch 3 with cellular as long as your phones in range you can answer calls and texts from your watch!

Yes you have to link to your phone with your phone near you or you can add a whole new line to your cell phone account and use the watch stand alone to call and text.
