You should be able to download the desired clip using the App to your device. I think you can also save clips to an external hardware bia USB that is on the base station. Additionally you can share the desired clip by email or text message.

Yes. If you watch live footage you can record. And yes arlo usually saves 15-second videos when it detects movement, which you can download to your phone.
