Yes, the cameras connect wirelessly to the Arlo base station which in turns connects to the Arlo cloud server through your ISP. To see the video on your phone/tablet, you'd use their app to connect to the Arlo server over the Internet. I'm experiencing 5-10 second delays for "live" videos. Recorded videos are stored on the cloud, so the app just pulls them from the cloud.
