Go EUFI with M.2 drives. Works well.

My Rog Strix Z590-E boots very quickly. I would think it is a bad component beyond the motherboard or hopefully you don't have a bad motherboard.

A hdd will have longer boot times. I found the easiest way to take care of that if possible is to get an ssd drive. Possibly one to take advantage of the 4 gen slot.
