Each dot in the array has a small reflective surface on it. Viewed from certain angles, you can see a rainbow pattern across it. This pattern changes with angle, distance, and light source. It's reasonably easy to obtain a photo with or without the 'rainbow' effect. As a humorous effect, it's quite easy to be at such an angle that someone across the room can't see it at all, but you can see it perfectly.
