• No. I tried using a USB C adapter to Display port specifically for Oculus Rift S and it does not work. The laptops USB-C is not capable of running Oculus Rift S over an adapter.

• Yes, it has 1x USB Type C 3.1 with DisplayPort v1.4 feature. This can be used to connect to external displays.
