“does each handset have to be connected to phone line or just the base”

• Just the base is connected to the phone line. I have a second phone in my bedroom and a third in the downstairs kitchen which are only connected to the electricity. I should mention that I have my phone, computer and tv bundled on a cable line.

• Just the handset needs to be connected to a phone line. The other phone only needs an electrical outlet.
