• While I have never used it that way there does appear to be an option in settings to disconnect WiFi while retaining local access. This would make sense as Bluetooth it’s preferred method of connection anyway, the WiFi is really only present for remote access and HomeKit, Amazon, Google access.

• I believe you could simply skip the WiFi part of the setup procedure in the app. Then only Bluetooth would work.
