Problem was due to BitDefender antivirus insisting on periodically asking whether to scan USB devices for viruses and quarantining them if no responses due to my having been away from machine. Disabling that check in the BitDefender settings solves the problem. Belkin help chat person was clueless, kept asking me to do nonsensical things. Belkin should educate help chat people to know this is likely problem with antivirus.
