Yes after power comes back on programming is intact.

As far as I know the programming remains intact. We had a six hour power outage where I had this installed. When the power came back on I was still able to control the switch remotely ( I wasn't at the switch's location). I could tell by viewing its operation on a livestream from my surveillance cameras.

When the power comes back, the switch will reboot itself and will connect to the wifi network on it's own. No action necessary on your side..

The default state of the Wemo device when power is restored is OFF. It will retain its settings prior to the power outage. Only a reset will erase  its rules.

When the power goes off, the device firmware will keep your settings. I would advise that you need to wait for your router to come back online before the Wemo is functional again.
