“I was looking at this mount but from what I see it tilts down and up by does it move side to side and can it sit flush on the wall if I push it in or does it have to be extended like the pictures”

The hangers allow the tv to travel side to side by sliding on a non-secured rail. I recommend adjusting the tilt up, as far as the mounting hardware will allow because a 70" tv will naturally sag and put excessive strain on the back mounting wall. Once the tv is connected to power and HDMI, push the tv as flush to the wall as the bracket will allow. Tighten ALL allen screws and NEVER move nor adjust the viewing angle again
