I haven't not been oversea but I would say YES.  That is the whole purpose of having these camera, being able to watch your house during vacation.

You will get a motion alert, and you can view the live camera whenever you want

You can view your system anywhere right from your mobile device through the Blink APP. Blink currently does not offer continuous recordings and when motion is detected, it will trigger a video recording.
