if by “the WiFi on your phone” you mean a hot spot, definitely not. You need a router.

Blink does currently require a 2.4ghz WiFi-based Internet connection to operate. Though the system can work with a hotspot, we do not recommend this as hotspots are often variable speed connections and are heavily reliant on location and signal strength. Our system requirements list high speed internet only.
