Yes .... the BoBsweep should be blinking the whole time it is charging. I have also run into this same issue with mine. There are times when BoB parks himself into the charger incorrect and gives a solid white light instead of blinking. I would suggest that you reposition BoB into the charger yourself and make sure he is blinking otherwise you are correct the charge only lasts about 15 minutes.

Please try again later.You have to set it down straight and you will hear a bing sound letting you know it has started charging. when it is charging you will see it blinking and once the charging is done, it will stop blinking which means it's ready to go. Sometimes it does a great job and sometimes gets stuck in 2 minutes or just stops. it's not perfect but it does a decent job so far. If you got it less than $200 , it is sort of worth it.
