No, IPL is not suitable for dark skin. It will likely not work and will burn you. Darker colors absorb light and heat energy more efficiently, pale skin and dark hair is the best use case for this type of technology. The pale slin allows the light to pass through to the dark hair which absorbs the heat and burns away.
