“Is it supposed to say 100% all the time even without a battery connected. If so, how do I know my battery is charging because the display still says 100%”

It's a "dumb" charger basing the GOM display number on voltage at the pins.... If the voltage is high at the pins it will be 100%. Only when a discharged battery is connected will the number go down.
